Anthony Samson is a veteran advocate and strategist, widely recognized within the Capitol community as one of Sacramento’s most knowledgeable and well-connected lobbyists. A litigator turned policy expert, Anthony brings nearly two decades of experience at the intersection of law, legislation, and politics—helping some of the world’s largest corporations and trade associations navigate California’s complex policy and regulatory landscape.
Recognized for his depth of knowledge, pragmatic approach, and ability to deliver results in high-stakes environments, Anthony has successfully advanced and defended major legislative and regulatory initiatives across a broad range of industries. His work ranges from negotiating critical statutory amendments for Fortune 100 companies to building and leading coalitions of diverse stakeholders to shape major state policy outcomes. In recognition of his accomplishments, the Daily Journal named Anthony one of California’s “Top 40 Under 40” attorneys in 2020.
Before founding Samson Advisors, Anthony launched and led the California Government Affairs practice at the multinational law firm Arnold & Porter, where he counseled global clients on legislative, regulatory, and political strategy. Prior to that, he served as a Policy Advocate for the California Chamber of Commerce, representing the state’s largest and most influential business organization with over 14,000 member companies. Earlier in his career, Anthony practiced litigation in both private practice and at the California Department of Transportation. He began his career in state government under Governor Arnold Schwarzenegger, serving in the Office of the Deputy Chief of Staff and preparing the Governor’s daily policy briefings.
Anthony has contributed to several leading texts on California lobbying and policymaking, including Practitioner’s Guide to Lobbying and Advocacy in California, a widely used college textbook and professional reference, and authored the foreword for Guide to Executive Branch Agency Rulemaking, a manual for influencing regulatory outcomes. He earned his Juris Doctor from Michigan State University College of Law and his Bachelor of Arts from the University of California, Santa Barbara. Anthony lives in the Sacramento area with his wife, Kelly, and their three children.
