Anthony Samson

President

A litigator turned lobbyist, Anthony is regarded within the Capitol community as one of the most substantive and well-connected advocates in Sacramento.  Whether securing key legislative amendments for corporate clients or leading a broad coalition of stakeholders on behalf of a trade association to advance or defeat a legislative proposal, some of the world’s largest corporations rely on Anthony’s combination of legal, legislative, and political expertise to achieve their most significant policy priorities.  In 2020, Anthony’s lobbying achievements were recognized by the Daily Journal, which named him one of the “Top 40 under 40” attorneys in the State of California.  He also serves as a Board Member for the Institute of Governmental Advocates 

Before founding Samson Advisors, Anthony launched and managed the California Government Affairs practice at multinational law firm Arnold & Porter.  He was previously a Policy Advocate at the California Chamber of Commerce, the largest business advocacy organization in the state, with more than 14,000 member companies.  Anthony formerly litigated in private practice and at the California Department of Transportation.  He began his California political career working directly under the Deputy Chief of Staff for Governor Arnold Schwarzenegger, where he prepared the Governor’s daily briefings. 

Anthony has contributed to several books on California lobbying, including Practitioner’s Guide to Lobbying and Advocacy in California, a college-level textbook and professional manual offering insight into California lobbying and politics.  He also authored the Foreword for Guide to Executive Branch Agency Rulemaking, which trains advocates how to influence the adoption of rules and regulations enforceable on the public. 

​Anthony received his Juris Doctor from Michigan State University College of Law, and his BA from the University of California, Santa Barbara.  He lives in the Sacramento area with his wife, Kelly, and three children.
